The terms and conditions of use mean a set of rules and regulation that regulates the relationship between the application or the platform and the participating parties and any other parties or any transaction that takes place through the application or the platform, which includes these terms and conditions in everything related to the electronic wallet services provided by the company (including all [Appendices and [Payment Card Terms or other as applicable]] policies) (collectively, the “Terms and Conditions”), when you register for a Wallet Account or use any of the Wallet Services offered by the Company, in these Terms and the terms “you”, “yours”, “theirs” and all separate and relative pronouns singular and plural refer to the user of the Wallet Services and the words “company”, “we”, “our” or “Tweeq” or “application” all separate and connected person pronouns belong to Tweeq International Information Technology Co., Mixed Closed Joint Stock Company. When do these terms and conditions come into effect, and what is the need to view, read and understand these terms and conditions?

The terms and conditions shall be effective once agreed upon, and the user acknowledges his knowledge of these terms and conditions as soon as he registers or uses the application, and also certifies the validity of all data and information provided by the user and the permission for the application and management of the application to use the information and data in accordance with these terms and conditions of use. “The Company” or “Tweeq” is the Tweeq International Company for Information Technology, a mixed Saudi company with Commercial Registration No. (1010601948), dated (02/03/1441 AH).



“Application” or “Platform” means the website with the address (www.Tweeq.sa) and the applications listed within the Apple Store, Play Store, electronic stores, approved and managed by the company and which provide the company’s e-wallet services and the company allows you to use it from time to time with the latest updates to access and manage your wallet account.

“Applicable System” or “Applicable Regulations” means all the laws, legislation, regulations, and instructions issued by the supervisory authorities and in force in the Kingdom of Saudi Arabia and/or other regulations, orders and judicial rulings and any other editor who has the force of regulations as issued and in force from time to time. (And any amendments or provisions arising therefrom) in connection with or in connection with the activities subject to these Terms and Conditions within the Kingdom of Saudi Arabia.

“Available Balance” means the amount that appears in the application in this capacity to denote the total amounts transferred to your wallet account within the charging limit, which is the balance of the amounts that you can use from your wallet account in accordance with the provisions of these terms and conditions.

“Business Day” means any day of the week except for Friday, Saturday, or official holidays in the Kingdom of Saudi Arabia.

“Login Credentials” means the password and login keys that you use to access your Wallet Account via the Application.

“Current Balance” means the amount appearing in the Application in this capacity to denote the total of your available balance and the amounts transferred to your Wallet Account more than the recharge limit.

“Timing of Threshold” means the last time a payment was made in accordance with the relevant Payment Program on a given day.

“Device” means any mobile phone, tablet, smart watch or other compatible device for use with the Wallet Services provided by the Company.

“Multiple Payment” means a payment authorization that you give the Merchant to charge the Payment Method of your choice in variable amounts for a specified period.

“Policies” means all applicable policies, notices, procedures, specifications, frequently asked questions and guidelines provided or made available to you that appear on the Applications or are referred to in these Terms and Conditions.

“Shipping Limits” means the limits of funds that can be transferred to the Available Balance during a specified period, as determined by the Company from time to time, in your Wallet Account, including but not limited to, Balance Charge Transfers, Funds Deposit and Cancellations And all forms of transfers to your wallet account. The current charging limit is 20,000 riyals per month.

“Central Bank” means the Central Bank of Saudi Arabia.“Central Bank Directives” means the guidelines regulating the provision of payment services issued by the Central Bank in January 2020, as amended from time to time.“SAR” means the Saudi Riyal.

“Sub-Wallet Account” means the Sub-Wallet Account which you may request to open provided this option is available on the Application.

“Tax” means and includes all forms of tax (including value added tax), zakat, customs duties, charges, contributions, deductions, deductions, legal, governmental, supra-governmental, national, local or municipal fees at any time imposed by the Zakat, Tax and Customs Authority Or from any of the competent authorities, whether in the Kingdom of Saudi Arabia or anywhere else.

“Company Materials” means all software (including but not limited to developer tools, sample source code and code library), data, materials, content, and paper or electronic documentation (including specifications and electronic link guides) developed by us or our affiliated entities or submitted to you to download from the application. The Company Materials do not include any software, data, or other materials that we or our affiliated entities provide under separate license terms, or that are created by third parties, including, but not limited to, software provided under an open-source software license that also includes Content defined in the terms and conditions below.

“Wallet/Wallet Account” means the account that you open with the Company to benefit from the portfolio services provided by the Company.

“Wallet service(s) provided by the company” means the Tweeq e-wallet services that you can benefit from through the application, including, but not limited to, using the electronic wallet to deposit funds, withdraw/refund funds on your wallet account and make money transfers within the Kingdom of Saudi Arabia.

“The Company” or “Tweeq” is the Tweeq International Company for Information Technology, a mixed Saudi company with Commercial Registration No. (1010601948), dated (02/03/1441 AH).

“Wallet/Wallet Account” means the account that you open with the Company to benefit from the portfolio services provided by the Company.

“Wallet service(s) provided by the company” means the Tweeq e-wallet services that you can benefit from through the application, including, but not limited to, using the electronic wallet to deposit funds, withdraw/refund funds on your wallet account and make money transfers within the Kingdom of Saudi Arabia.

What conditions must be met to be able to use the wallet?

These Terms and Conditions set out the terms under which the Company will enable you to register for a Wallet Account and use a Wallet Service provided by the Company.

The Text and language of the terms and conditions. You can view a copy of the Terms and Conditions and the amendments made to them from time to time via the Application. You can also ask us to provide you with a copy via e-mail.   2. 2. If you are a person who is prohibited from using the wallet services provided by the company or who is not allowed to make or receive any payments related to the wallet services provided by the company under the regulations in force in the Kingdom of Saudi Arabia.

How can we verify your identity and check your credit information?

We may request from you to provide us with information to verify your identity or so that we can perform anti-money laundering, credit, counterterrorism, and other necessary checks as a condition of providing Company Wallet Services to you, or we may request it before allowing you to make payments or refunds through your Wallet Account. We may also (either by ourselves or through any third party) make such inquiries as we consider necessary to verify the information you provide to us, including but not limited to checking business databases or credit reports. While taking steps to verify the identity of our users, we do not guarantee the correctness of any user's identity.

What information do we need from you to access the application? What is your responsibility towards it?

Your mobile phone number, biometric information and password you choose will be used to access the Application and for the purposes of communicating with you, and you may be asked to answer a number of security questions or select any keys or login credentials that can be used to enable access to your Wallet Services The company and the authorization of the transactions subject to these terms and conditions, and you are solely responsible to the company and to any third party, the correctness of the data and information provided by you or about you, and the responsibility to maintain the confidentiality and security of your login credentials, and you should not disclose the login credentials to third parties, and if you are exposed If any of your login credentials are hacked, you must notify us immediately of the above methods so that we can stop using your Wallet Account on the Wallet Services offered by the Company in order to avoid unauthorized transactions. You will not be liable for any financial liability for any use of your Wallet Account by an unauthorized person due to the loss or hacking of your login credentials after notifying us in accordance with applicable procedures, unless due to:

  • fraud or negligence on your part, or

  • you have not taken reasonable steps to maintain and secure your login credentials; You must notify us of the above methods if you wish to ask us to unblock your Wallet Account after resolving any issues related to securing your login credentials.

Are there situations where there are limitations to general practices when agreeing to these terms and conditions?

You must comply with all policies. You hereby acknowledge and agree that the Company may establish general practices and restrictions on the use of the Wallet Services offered by the Company without prior notice to you, including but not limited to: single or aggregate transaction limits on the value or number of commercial transactions during any given period of time and shipping limits. In addition to account restrictions and shipping limits, we may impose limits on transactions going to or from your Wallet Account, or limit access to your Wallet Account in such amounts and for such periods of time as we consider necessary for our own protection or the protection of other users in the following cases:

  • if we are exposed to financial risks; or

  • if you breach the provisions of these Terms and Conditions; or

  • if a dispute arises in connection with your Wallet Account or the transactions conducted therein; or

  • if necessary to protect the security of our systems.

We may also limit your access to your Wallet Account while we endeavor to complete any investigations or resolve any existing disputes. We may also withhold funds in your Wallet Account in compliance with applicable regulations, court order, or the request of any governmental or other regulatory authority. For convenience of the above, your wallet account will show the current balance and the available balance. You will not be able to use any amounts except the amounts that appear in the available balance to make payments and transfer funds from your wallet account. If the amounts in the current balance exceed the value of the available balance, you will not be able to use the increased amount to make payments and transfer funds from your wallet account, and that increase will be automatically and gradually transferred to the available balance as soon as the shipping limit allows it, otherwise you can request a transfer of the full amount The current balance in your bank account when you close your wallet account. The Company may reject any request to charge your Wallet Account when the shipping limits are reached.

The Company may also change or discontinue the provision of any of the Wallet Services provided by the Company, in whole or in part, if necessary to carry out maintenance operations or to update any of the Wallet Services provided by the Company, or when the Company has concerns about the way you use the Wallet Services provided by the Company.

The company sends you from time to time via application messages various promotional and marketing messages, and you can communicate with the company if you wish to stop receiving any electronic commercial advertisements.

You must comply with all policies. What can I do when using the wallet?

You can use your Wallet account to do the following:


  1. Charge your Wallet account by transferring funds through available means such as your bank account, debit card, external payment platforms (such as Apple Pay) or AlMubasher App (please see the information below);

  2. Transfer funds from your available balance to bank accounts opened in the name of third parties (for details, please see the information below);

  3. Allow payments to be made to merchants and service providers (for details, please see information below).

  4. Access to the Saudi system for fast money transfers (SARIE) to transfer funds between banks, such as transferring funds from your wallet account to an account in the name of another person with another bank in the Kingdom of Saudi Arabia.

  5. Access to the “SADAD” payment system to pay bills.

  6. Make a money transfer from wallet to wallet; And7. [Receipt of a payment card in accordance with the terms and conditions of the company for the payment card.]


If you wish to deposit or withdraw funds from your Wallet Account, you may do so by using one of the appropriate charging tools detailed in sub-paragraph (a) of the above paragraph, or such other suitable charging tool as we may determine from time to time. The shipping instrument must be accompanied by an address within the Kingdom of Saudi Arabia for billing purposes.


We also treat all activities in the Wallet Account as your own doing. You may use the Wallet Services provided by the Company only for transactions relating to your account only and not on behalf of any other natural or legal person. You should also know that your wallet account is an electronic financial account, and you acknowledge that it is not a bank account and does not provide you with overdraft facilities, as you hereby acknowledge and agree that we may stop providing you with wallet services provided by the company stipulated in the terms and conditions. You may also stop using the Wallet Services offered by the Company at any time.

You can use your Wallet account to do the following:

  1. Charge your Wallet account by transferring funds through available means such as your bank account, debit card, external payment platforms (such as Apple Pay) or AlMubasher App (please see the information below);

  2. Transfer funds from your available balance to bank accounts opened in the name of third parties (for details, please see the information below);

  3. Allow payments to be made to merchants and service providers (for details, please see information below).

Can I know the information and timings of my transactions?

We will provide you with a statement of the transactions you have conducted through the Application, including details of amounts, fees, expenses, commissions, execution dates and times and reference numbers for each transaction.

All charge, payment and transfer transactions appear in your wallet account, and you can check your wallet balance and transaction histories on a regular basis. You should report any discrepancies or clarify any questions you have as soon as possible by the means specified in the above paragraph.

Are there certain categories of transactions that are prohibited?

We reserve the right to enforce acceptable terms of use regarding the operation of your Wallet Account and the provision of Wallet Services offered by the Company, including the prohibition of certain categories of commercial transactions such as payments related to gambling, cryptocurrencies, and all virtual currencies by selecting them in the Application, and the cost of transactions prohibited by applicable laws and regulations. In the Kingdom of Saudi Arabia, including, but not limited to: The Law on Terrorism Crimes and Its Financing, the Anti-Money Laundering Law, the Penal System for Counterfeiting Crimes, the Penal System for Impersonation of a Public Authority Person and other relevant laws and regulations, and other systems and regulations, and we will notify you in the event of We have imposed any new conditions on your wallet account at least thirty (30) days prior to their application.

You may not use your wallet account for any illegal or prohibited purposes such as fraud or money laundering. If you conduct or attempt to conduct any transaction in violation of these prohibitions, we reserve the right (at our absolute discretion) to:

(a) to reserve the transaction and/or

(b) closing or suspending your Wallet Account and/or

(c) Reporting the transaction to the legal authorities and/or

(d) Reserving the right of the company to take legal recourse against you and to demand appropriate compensation.

You also acknowledge that in the event of your violation of these terms and conditions and these prohibitions, you release the responsibility of the company, the application and its employees for any damage or violation resulting from this towards you or towards any third party.

Can we refuse or delay your transactions?

We may refuse to carry out any transactions, orders or any other use of the Wallet Services provided by the Company if we have reasonable grounds to suspect fraud or breach of any of the terms and conditions on your part, or any breach of applicable laws and regulations. Transactions may also be delayed in In the course of our or any third party seeking to comply with obligations under anti-money laundering laws and regulations, including in cases where we or any relevant party suspect fraud, fraud or breach, and if we refuse to carry out any transaction, order or other use of the Services The wallet provided by the Company, you will be notified of the objective reasons for the refusal unless - in our sole discretion - this is prohibited or would jeopardize our security procedures.

Can I open a sub-account for my wallet?

When the Service is available, we may open a Sub-Wallet Account at your request, and you assume all responsibility for the use of the Sub-Wallet Account that we consider to be part of your Wallet Account.

Will I get a payment card for my wallet?

When you complete the procedures for creating a valid and activated wallet account, you agree to the automatic issuance of a digital payment card linked to your wallet account. You hereby agree and accept all terms and conditions of the Card and your Digital Payment Card(s) will be valid and automatically activated [in accordance with the Payment Cards Terms and Conditions]. You are free to convert the digital card into a plastic card through the application, and the digital card will remain valid and activated, and you are free to activate your plastic payment card to use it.

Are there specific conditions for charging my wallet balance?

In cases where you want to top up your wallet account balance or receive any payments, it:Amounts paid by you, or any other party are credited to your Wallet Account on the business day on which they are received. If we receive funds after the cut-off time on any day (whether it is a business or non-business day), we will consider the funds to have arrived on the next business day, and we will not be liable for the funds until after they are received.

In the event that the funds relate to a canceled transaction, we will deduct the canceled transaction from the balance of your wallet account, and in the event that there are insufficient funds in the balance of your wallet account, we reserve the right to demand payment from you, and take all possible measures, including suspending your account and returning to you legally and judicially with your costs statutory and judicial if any, and you must match incoming payments with your records on a regular basis. And you should know that crediting the funds in your wallet account does not mean that those transactions cannot be cancelled.

We reserve the right to cancel any payment if the person, bank, or payment service provider that paid it has canceled (or is reasonably likely to cancel) the payment from your Wallet Account, and all payments to us must be marked with a clear and complete indication, so that we Those payments are credited to your wallet account. It is your responsibility to use accurate, complete, and correct references assigned to each incoming payment you make to your Wallet Account, so that we can credit such payments to your Wallet Account. If there is no reference or an incorrect reference is provided, we will not be able to credit the amounts to your Wallet Account. In such cases, we will not be liable for any loss you incur, although we will do everything in our power to investigate such payments and credit or return all payments not properly cross-referenced to or from your account.

We will provide you with the following information after any payment is credited to an account:

(a) a reference to enable you to identify the Payment Transaction and where this is made available to the Payer and any information transferred with the Payment Transaction; And

(b) the amount of the Payment Transaction and the currency in which the funds will be available to you; And

(c) the amount of fees or charges payable by you in connection with the Payment Transaction; And

(d) the exchange rate used by us in the Payment Transaction; And

(e) the date the Payment Transaction was credited to your Account

Are there specific conditions for sending payments to my wallet?

Choosing or sending any payment to your Wallet Account results in the following:By agreeing to carry out any payment transaction, you authorize us to carry out that transaction. You agree to make any payments by following the on-screen commands when using the Application Sending Payments from Your Wallet Account means either making payments from your Wallet Account to a third party beneficiary or instructing to transfer funds from your Wallet Account to another account in your name with a third party, or withdrawing Cash, and payment instructions must be sent to the application only. You are solely responsible for the correctness, completeness and accuracy of the instructions you give us through the Application regarding the beneficiary of the payment (including payments sent to you).

In the event that the beneficiary data you provided to us is incorrect, we will not be liable for any loss you may suffer, although we will do everything in our power to assist you in recovering your payments, and we reserve the right to charge you a fee to cover any expenses or costs we may incur during this, if We are unable to recover funds on your behalf. Upon receipt of your written request, we will provide you with all available relevant information in order to attempt to claim payment of such funds at no additional cost, and you must provide us with all additional information we require from you in connection with any payment within two business days from the date request, and you hereby consent to us including your full name, address and account number (and all other data necessary to enable us to comply with our anti-money laundering procedures) in the payment data to be sent to the beneficiary's bank or payment service provider.

You may cancel payment instructions relating to any future payments issued at any time before the payment is executed through the Application, and you are responsible for ensuring that we receive and carry out payment instructions through the Application, and we are not responsible for any loss where we receive duplicate payment instructions in error, If the Company receives payment instructions by the cut-off time on any business day, such instructions will be considered received on the same business day, but if the instructions are received after the cut-off time or on a day other than a business day, those instructions will be considered received on the next business day.

After receiving your payment instructions, we will provide you with the following:

(a) the date of success or failure of directing and executing the payment instruction and

Is there a specific period for the validity of these terms and conditions, and can I terminate it?

(f) without any reason and at the sole discretion of the application, without prejudice to the timely return of the sums therein after all necessary checks have been made to disclaim your liability.

In such cases, we will inform you about the suspension of your wallet account and the reasons for this, if possible, before the suspension and at the latest immediately after the suspension, unless we believe at the time that giving such information may cause security problems or if the applicable system prohibits it, and we will reactivate or replace your wallet account or your credentials, as the case may be and at our sole discretion, in the removal of the reasons for suspension.
